Following three decades successfully reforming higher education in Indiana as Commissioner of Higher Education, state legislator, and senior advisor to the governor, Stan Jones founded Complete College America in order to build a network of states committed to substantially increasing the number of Americans with a postsecondary credential.
Cheryl Orr Dixon
Senior Vice President
As chief of staff, Cheryl provides strategic leadership, direction and oversight for Complete College America. As a former senior associate commissioner for higher education and the staff liaison for a bi-partisan state P-16 education roundtable, she has more than 20 years of experience in public policy, advocacy, and initiatives to improve college preparation, access, and success.
Tom Sugar
Senior Vice President
Tom is responsible for Complete College America’s external and legislative affairs. As former chief of staff to a U.S. senator and nearly 25 years working in government and political campaigns, Tom brings a wealth of experience building grassroots initiatives and engaging with a variety of stakeholders at state and federal tiers of government.
Mike Baumgartner
Vice President, Finance and Special Projects
Mike is Complete College America’s chief financial officer and is responsible for administration of the Completion Innovation Challenge Grant, grant evaluations, and common completion metrics. Mike brings to Complete College America over a decade of experience as a senior officer at two state higher education coordinating boards where he worked closely with college and university administrators, legislators and legislative staff, governor’s office staff, and related state agencies.
Dominique Raymond
Director, Alliance State Relations
Dominique leads Complete College America’s outreach, advocacy and communications with the Alliance of States, serving as a primary point of contact for state leadership teams. Across her career, she has developed expertise in implementing statewide education policy initiatives that increase academic achievement, particularly among underserved students.

Renee Davidson
Executive Assistant
As Executive Assistant, Renee coordinates the schedules of the president and senior staff, assists with funder and board communications, provides support for conferences and convenings, and supports the day-to-day operations of the organization. She has extensive experience in nonprofit work, especially in regard to supporting underrepresented communities.
Katie Denham
Associate Meeting Planner
Katie is Associate Meeting Planner at Complete College America. She is responsible for coordinating logistics for the organization’s many convenings, academies, institutes and related events. Her work includes maintaining meeting rosters and itineraries, processing registration, arranging travel and lodging, coordinating on-site logistics and overseeing event communications.
